Picture
[edit]Does anyone think a picture of the Town Hall (on Rochdale article) would be more justified than the Touchstones Gallery or the War Memorial. It seems like the article focuses on it more than the other two buildings, and nobody could disagree that it doesn't look as spectacular. -- -- Boothman /tɔːk/. 15:48, 26 May 2006 (UTC)

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
